Could someone please help clear up this point on the health care bill for me?

The article I read had,

';The House bill would extend coverage to individuals earning up to 150 percent of the poverty line, or roughly $33,000 for a family of four; the Senate Finance Committee plan ensures coverage to those earning up to 133 percent of the poverty level, or just over $29,000 for a family of four.';

Does this mean someone making 32,000 or 28,000 dollars but is single would not be federally insured?

What does extend and ensure really mean?Could someone please help clear up this point on the health care bill for me?
Those numbers are in reference to the expansion of Medicaid coverage. Insurance premiums are subsidized by the government for families making up to about $88G.

Re-read the article, maybe it will make more sense.
You would be required to pay for the insurance yourself either directly or through your employer in lieu of increased salary.
