From an administrative point of view an investigation is successful if it is cleared by arrest?

sounds logical.they also want to see conviction,assuming the arrested was the guilty partyFrom an administrative point of view an investigation is successful if it is cleared by arrest?
I would say it is successful if justice was served. If by the time the trial is said and done we find out that it was all just a horrible accident then an arrest might not be needed but we learned what happened and can move on.From an administrative point of view an investigation is successful if it is cleared by arrest?
