The basic Roman cavalry unit was the turmae (32 men).
In battle the formation used was an ala (quingenary ala 513 men, milliary ala 769 men).
Roman cavalry had a centrally organized remount section, to provide replacement horses as necessary for cavalry units. Roman cavalry used almost always 2 or more horses per rider. Anything less makes no sense.
Roman (Roman citizens) cavalry formed a very small portion of the legions. About 120 man altogether, mainly used for communications and some scouting.
Larger units were hired on a ad hoc (as required by the circumstances) basis, and were not Roman citizens.
The heart of the Roman army was infantry; not cavalry or missile troops (such as archers). Since the cavalry had a low priority, it probably would have been only one horse.
