If you want to avoid reinstalling an operating system--which I guess is the case here--there are a couple of easy things you could do: Run a system restore to the earliest backup point, or run the comp's ';rescue and recovery'; program and return it to the ';factory settings'; or from the earliest recovery archive file. --I'm not sure if your machine has a program like this, but it doesn't hurt to look. Often you are prompted in the splash screen with the opportunity to press a key and enter one...but that's dictated by the model you use.
If you do want to ditch the OS and get a new one, then you simply slip a compatible operating system install disk in the drive and follow the directions. Your biggest concern here would be coming up with the proper drivers for all of your machine's devices once the new operating system is installed. One can usually snag these through Dell or off the internet. Sometimes Windows Update (and if you use Windows you will need to be there updating for hours anyhow) will have some compatible drivers for your devices.

Go to BootDisk.com and click ';DOS 鈥?Windows 9X/NT4/2000/XP Excellent Bootdisks.'; Download the Windows XP Custom Install Disk and save it to a floppy. On all systems, shut down all open programs. Restart the computer with the floppy in the A: drive. At the A: prompt, type Format: C. Answer ';yes'; to the warning; you want to wipe out all the data.

Sure, you could do a low-level format, which would clear everything . . . including the operating system . . . from the computer. Of course, once you've done that, since you say you don't have a Windows or Dell CD, you'll have a very large paperweight. Your computer is nothing without an operating system.
